You may be seeing IE7/8/9’s "compatability view" problem -- look for the icon to the right of the URL location bar. When IE10 opens a web page in "compat view" it may prevent images and style sheets from loading, meaning the page cannot be rendered correctly, for example:
If you click on the "broken page" icon (see below) it should fix the problem...
Another way of fixing the problem in IE10 and above is to hit the F12 key and select "Browser mode IE10" instead of Browser mode "IE10 Compat View". This will cause the page to reload correctly. Other browsers are not affected by a compatability problem.
